The National Conference on Citizenship (NCoC) is the nationås leading advocate for civic participation and the only organization chartered by Congress to play that role. The NCoC created America’s Civic Health Index to assess how the American people were performing on a wide array of indicators of civic health. Just as the U.S. collects data on our economy to inform policies that maintain its strength, the NCoC wanted the nation to have reliable data on the attitudes, behaviors, and actions of Americans related to their civic life.
